Abstract: With the rapid advancement of connected, autonomous, and electric vehicles (CAEV) alongside the swift development of 5G Communications, Cloud, and Edge computing, there is a requirement to enhance support for their integration into rural scenarios, encountering numerous transportation challenges. This project, therefore, provides a framework to collect and analyze data to develop the Technology Readiness Index (TRI) for transportation technologies available. The Rural Transportation Technology Readiness Tool (RTTRT) aims to provide a methodology to assess the readiness of various rural areas to support new technology by identifying their levels of need, capacity, and overall potential. In this regard, statistical and artificial intelligence methods, such as decision-tree models and Bayesian analysis, scrutinize socio-economic, behavioral, geographic and technological data for adapting new technology in rural areas. Also, the study significantly emphasizes spatial analytics to understand variations among rural communities over time and space. Demonstrating a method for assessing new technology in rural areas will aid transportation departments in planning and local economies.
