Assessing Readiness of Rural Communities for New Technologies

Abstract: Emerging technologies such as 5G, Cloud Computing, Automated Vehicles, Electric Vehicle and Generative AI hold the potential to revolutionize transport in rural and underserved communities. Focused on the Southeast U.S., the research aims to develop a novel classification system that can comprehensively assess technology readiness across regions in Southeastern US while prioritizing equity and accessibility. In this research, we evaluate necessary infrastructure ingredients for the technologies such as power supply, communication networks and infrastructure, traffic control systems, road infrastructure, GPS, legal frameworks, data processing centers, and cybersecurity systems, and formulate a stakeholder engagement checklist and data collection for the infrastructure ingredient. This framework provides stakeholders with insight into technological capabilities and development needs in rural areas. It emphasizes tailored solutions for rural transport, addressing existing disparities in technology readiness.
